Methodology
Every row is a verbatim sentence read from the named source's own page through our fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).
6 of the 24 named sources that could be read published a usable figure; 18 published none and are recorded as not published, never filled in; 0 could not be read (blocked, dead or unreachable) and count nowhere.
The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in day (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 25 candidate sentence(s) were refused by a reviewer with the reason recorded.
The fuller derivation this dataset is chartered to grow into (not yet what the figures above are; they are each source's own published figure as read): one row per rule per jurisdiction, quoted verbatim from the authority with its citation: what the form must disclose (the FCRA standalone disclosure and written authorisation before a background or tenant screening report), what it may not ask before an offer (disability, medical, most conviction questions under a state fair-chance law (California's regulator is the worked example; the federal Fair Chance Act's own OPM page 404s and is recorded not-listed), health questions under the Equality Act), what makes a signature collected on it binding (ESIGN consumer consent, the UK guidance), and what lawful basis and notice the data collection needs; the derivation is the JOIN - which rules bite on which of the register's form types, so each form page carries its own legal column rather than a generic compliance page
25 candidate sentences on these pages were refused by a reviewer; each refusal and its reason is recorded in the review ledger.
